Power BI Pro vs Premium: what actually needs capacity.

Most people asking this question are really asking one thing: do I have to pay for Premium to do the thing I am trying to do? Usually the answer is no. Sometimes it is yes, and the jump is much larger than people expect. Here is what each tier actually gets you, with Microsoft’s own prices.

There are three things, not two

“Premium” means two completely different products, and conflating them is where most of the confusion comes from.

Power BI Pro is a per-user licence, $14 per user per month. Everyone who publishes or views content needs one.

Premium Per User (PPU) is also a per-user licence, $24 per user per month. It raises limits for the individual who holds it: bigger models, more refreshes, XMLA read/write. Anyone who wants to open content in a PPU workspace needs their own PPU licence.

Capacity is not a per-user licence at all. It is dedicated compute you rent by the month, sold today as Microsoft Fabric F SKUs, starting at $262.80 a month for an F2. It attaches to a workspace rather than to a person.

The trap: Premium Per User is not capacity. Several features say they need “Premium” and mean capacity specifically, and PPU will not satisfy them no matter how many licences you buy.

The answer, by what you are actually trying to do

You just want people to actually look at the report. You do not need Premium for this, and it is worth saying plainly because it is the most common reason people start pricing it up. Power BI Pro already includes standard subscriptions: pick a report, pick a schedule, and everyone on the list gets an email. It costs nothing extra.

What a standard subscription does not do is the part people run into afterwards. It sends one page as a static image, not the whole report. It sends the same view to everybody, so a regional manager gets the national numbers. There is nothing in the email telling you what changed, so it still needs opening to be useful, which is the problem you were trying to solve. And the link in it opens the report unfiltered.

Those gaps are the reason BIPulse exists, and none of them are a licensing problem. They apply on Pro, on PPU and on a capacity equally.

Your model is too big, or you need more than eight refreshes a day. PPU is enough. You do not need capacity. At $24 per user this is the cheap answer, and if only two or three people build models, only they need the licence.

Two ceilings are worth knowing before you plan around standard subscriptions. A report can carry at most 24 subscriptions, so building one per person by hand stops working at two dozen people, whatever your licence. And on Pro, a subscription cannot be sent to an email address outside your organisation, which Microsoft supports only on workspaces backed by paid capacity.

You want to publish paginated reports. PPU is enough to publish them. Note that dynamic subscriptions on paginated reports still need capacity, so paginated reports are not a way around the distribution problem below.

You want people without a Power BI licence to view reports. This one is genuinely expensive. It starts at F64, which is $8,409.60 a month pay-as-you-go, or $5,002.67 a month on a one-year reservation. There is no cheaper tier that does it. If you have fewer than roughly 350 viewers, buying them Pro licences at $14 each costs less.

You want each person emailed their own filtered copy of a report. Microsoft calls this a dynamic per-recipient subscription, and its documented prerequisite is a report “saved in a workspace backed by a capacity”. PPU does not qualify. The common workaround, a Power Automate flow calling the Export To File API, hits the same wall, because that API needs capacity too and is explicitly unsupported on PPU. So on Pro, Microsoft offers no way to do it.

If distribution is the reason you are here

That last row is the one worth pausing on, because it is the only case where the honest answer is that Microsoft will sell you nothing between $14 a month and a capacity. Teams usually end up with a person manually filtering and forwarding every Monday, or one hand-built subscription per recipient, or a capacity bought for a single feature.

If the people who need the numbers are clients, franchisees, suppliers or contractors, a standard subscription will not reach them from a Pro workspace at all.
